Step-by-Step Instructions
  1. In a skillet over medium heat, add the lean ground beef and cook, stirring often, until browned, about 5-7 minutes. Add soy sauce and hoisin sauce, mixing well. Transfer the cooked beef mixture to a bowl and set aside to cool slightly.
  2. In the same skillet, add the shredded carrots and chopped bell peppers. Toss for about 2-3 minutes until slightly softened but still crunchy.
  3. Bring a shallow bowl of warm water to your workspace. One at a time, dip a rice paper wrapper into the water for 10-15 seconds until soft. Lay flat on a clean surface.
  4. Place a fresh basil leaf horizontally on the bottom third of the rice paper wrapper. Scoop a portion of the beef mixture on the basil, then roll the wrapper tightly over the filling, tucking in the sides.
  5. Lay each completed roll seam-side down on a plate. Repeat until all ingredients are used. Serve immediately with dipping sauce.
