Instructions
  1. Preheat your oven to 350°F (175°C) and grease your 2-quart casserole dish.
  2. Heat a skillet over medium-high heat, add oil, and cook the frozen cauliflower rice for 5-7 minutes until golden.
  3. In the same skillet, cook ground beef, red bell pepper, and onion for 6-8 minutes until browned.
  4. Stir in taco seasoning, tomato paste, and water; cook for 2-3 minutes until combined.
  5. Layer the beef mixture evenly over the cauliflower rice in the casserole dish.
  6. Sprinkle shredded cheese on top and bake for 10-15 minutes until the cheese is bubbly and golden.
  7. Let it cool, then spread sour cream and add desired garnishes before serving.
