In the same skillet, pour in the beef broth and bring to a gentle simmer. In a separate bowl, combine flour and soy sauce to create a smooth paste. Gradually whisk this into the simmering broth until the gravy thickens. Adjust seasoning with salt and pepper.
Fry the eggs to your liking in another pan.
To assemble, place a serving of rice on each plate, top with a beef patty, drizzle with gravy, and add a fried egg. Garnish with chopped green onions if desired.
